The TPUCP is a member-owned and governed interlocal program established in 1996 to offer school districts a lower-cost alternative for managing unemployment compensation claims. While unemployment costs are typically modest, program savings help reduce administrative burden and preserve taxpayer dollars. TPUCP assists members with claims and appeals preparation, serving as a liaison with the Texas Workforce Commission. Since inception, members have realized savings of 15–50% compared to alternative programs, along with long-term rate stability in an otherwise unpredictable market. Joining is simple and requires minimal staff effort beyond providing basic enrollment data.
South Plains School Workers’ Compensation Program (SPSWCP)
The SPSWCP is a fully funded, guaranteed cost program serving school districts in ESC Region 17. Member-owned and governed, this interlocal program unites South Plains entities around a shared goal: long-term stability in workers’ compensation costs. Over the past 15+ years, member rates have remained stable or declined, members continue to receive contribution refunds.
